Nigeria is already assured of a place in the knockout stage, while Cranes finished bottom of the group and remained without a win in the tournament.
In Rabat, Tunisia and Tanzania shared the points in a cagey contest.
Ismael Gharbi converted a first-half penalty for Tunisia, but Feisal Salum equalised with a long-range strike early in the second half.
The draw left Tunisia second in the group on four points, while Tanzania advanced as one of the best third-placed teams despite finishing with only two points.
Senegal topped Group D on goal difference after a 3-0 win over Benin in Rabat.
Abdoulaye Seck headed the opener in the 38th minute before Habib Diallo and Cherif Ndiaye added goals after the break.
Captain Kalidou Koulibaly was sent off for a bad tackle and would miss Senegal’s last 16 encounter.
