The Civil and Local Government Staff Association, Ghana (CLOGSAG), has expressed concern over delays in implementing a new salary structure for Civil and Local Government Service staff.
The Association has urged the Government to act on the matter to avert possible industrial action.
Mr Kojo Krakani, Deputy Executive Secretary of CLOGSAG, said agreements had been reached with Government but implementation timelines had not been honoured.
He made the remarks during CLOGSAG’s 2025 New Year Message at the Association’s Thanksgiving Service in Accra on Friday.
Mr Krakani said negotiations for a unique salary structure began in October 2018, leading to the signing of two Memoranda of Understanding (MoUs) in January 2022 and July 2024.
“It was agreed that the effective date of implementation of the new salary structure for the staff of the Civil Service and the Local Government Service would be January 2025,” he said.
Mr Krakani noted that despite repeated reminders to the Ministry of Labour, Jobs and Employment and the Fair Wages and Salaries Commission, there had been no response or engagement.
“Our reminders on the delay in the implementation of the new salary structure have not been responded to. Neither has there been any engagement since then,” he said.
Mr Krakani cautioned that continued delays could heighten tensions within the service.
“Do we need to extend the current industrial atmosphere around the Civil Service to be heard? We implore the Government to negotiate in good faith in order to forestall any impending industrial action,” he said.
Mr Krakani added that CLOGSAG would not relent in ensuring the agreements were implemented and said the Association was prepared to take further action if necessary.
He urged members to remain calm and continue their duties while leadership pursued engagement with Government.
Dr Evans Aggrey‑Darkoh, Head of the Civil Service, commended civil servants for their dedication and perseverance despite limited resources and ongoing reforms.
“I commend you for your hard work, commitment and perseverance. Your dedication gives us hope as we build a more efficient, responsive and citizen‑centric Civil Service,” he said.
Dr Aggrey‑Darkoh highlighted ongoing capacity‑building initiatives, coaching and mentoring programmes, and improvements in infrastructure at the Civil Service headquarters, including efforts to make the facility disability‑friendly.
He also paid tribute to retired and departed officers, describing their service as foundational to the growth of the Civil Service.
